Professor of Spanish Rosi Song was part of a delegation of international observers who traveled to Catalonia for the regional government's independence vote.
"It's not an issue of legality, but of democracy, freedom and legitimacy," Song is quoted as saying on the Catalan News Agency website.
Catalans overwhelmingly voted in favor of independence from Spain. The Catalan leaders signed a declaration of independence but have halted implementation to allow for talks.
